Microsoft Copilot: From Price per Token to Business Value

Microsoft announced it is moving to Copilot Credits for consumption, marking a significant shift in how organizations power their AI transformation. This isn’t just a new feature for a single product; it is a unified currency designed to act as the metering layer for nearly the entire Microsoft AI stack. –

The Foundation: The Microsoft 365 Copilot License

Before discussing credits, it is important to understand what your base subscription covers. The Microsoft 365 Copilot license remains the prerequisite for the ecosystem. It provides the “everyday productivity” layer, which includes:

• Integrated App AI: Standard features in Word, Excel, PowerPoint, Outlook, and Teams.
• Copilot Chat: The primary natural language interface for basic research and creation.
• Native Agents: Built-in tools like the Researcher, Facilitator, and Analyst.
• Work IQ Grounding: The system’s ability to use your emails, calendar, and files to answer standard prompts.

The Shift to Credits: Paying for “Work,” Not Just “Prompts”

While a license covers basic chat, Copilot Credits are required for “agentic” workloads—multi-step tasks where the AI plans and executes work autonomously. This includes Copilot Cowork, which can manage files and schedule meetings on your behalf, and Work IQ APIs, which allow custom agents to tap into organizational intelligence.

The cost of any given task is driven by four variables:

1. Models: The complexity of the AI model selected for the task.
2. Runtime: The cloud orchestration required to keep an agent running, especially for long-duration tasks.
3. Context: The depth of data (emails, meetings, files) the AI must retrieve and analyze.
4. Tools: Specific actions taken, such as sending emails or updating a CRM.

A Unified Currency (With One Important Exception)

A critical realization for modern IT departments is that Copilot Credits now span a massive range of services. This shared pool funds:

• Copilot Studio (Agent building and execution)
• Copilot Cowork (Agentic automation for every seat-holder)
• Work IQ APIs (Custom data grounding)
• Dynamics 365 Agents and Power Platform AI workloads
• Microsoft Foundry and Microsoft Fabric

Important Note: While Microsoft is consolidating its AI billing, GitHub Copilot is the outlier. As of June 2026, GitHub uses its own currency called GitHub AI Credits. While you can fund both from a single annual commitment plan, they are not interchangeable.

Purchase Options: Flexibility vs. Efficiency

There are two primary ways to manage your credit consumption:

• Pay-As-You-Go: This is billed in arrears at a flat rate of $0.01 per credit. It is highly flexible, with no upfront commitment, making it ideal for pilots or seasonal spikes.
• Pre-Purchase Plan (P3): This is a one-year, pay-upfront model that offers discounts based on volume. Tiers start at 300,000 credits (5% discount) and go as high as 300 million+ credits (20% discount).

Real-World Cost Examples

SMB Scenario: 10 Users & 2 Developers

• The 10 Users: If each user performs one “Medium” Cowork task per day (like synthesizing a week of emails and files into a status report) at an average of 500 credits, the team consumes 100,000 credits monthly.
• The 2 Developers: If they are actively building and testing agents in Copilot Studio, they might use 10,000 credits each for “Maker” sessions and runtime testing.
• Estimated Total: 120,000 credits/month ($1,200 USD).
• Strategic Choice: A Tier 1 Pre-Purchase Plan (300k credits) would cover more than two months of usage at a 5% discount.

Medium Business Scenario: 450 Employees

• Widespread Usage: In a larger organization, even “Light” tasks add up. If 450 employees each run just one light task per day (200 credits) to summarize a meeting or a long email thread, the organization consumes 1.8 million credits a month.
• Estimated Total: 21.6 million credits annually ($216,000 USD before discounts).
• Strategic Choice: This organization would qualify for Tier 5, securing a 10% discount and bringing the effective annual cost down to roughly $194,400.

The Governance Challenge: Managing the Pool

Because credits are pooled at the tenant level, a single shared balance is drawn upon by many different departments. Your HR team using Cowork to summarize resumes, your devs building agents in Studio, and your sales team using Dynamics 365 agents are all “drinking from the same well.”

Organizations must move away from siloed budgeting. You need a centralized view in the Microsoft 365 admin center to set thresholds and monitor total consumption across all AI surfaces.

The Value of the Credit Model

The move to Copilot Credits reflects a shift toward a more efficient, autonomous workforce. By using credits, you gain:

• Autonomy: Agents that can handle complex, multi-step processes without manual intervention.
• Efficiency: The Work IQ runtime is designed to cut the tokens needed for context retrieval by up to 80%, making advanced AI more affordable.
• Scalability: A transparent, consumption-based model ensures you only pay for the specific “work” your AI performs, allowing you to scale your AI adoption alongside your actual business value.

On the other hand, Microsoft, although not the first to move in this direction, has moved from flat subscriptions to a “currency of work” where you pay for autonomous results rather than just access. By scaling beyond the seat, organizations can prioritize tangible business value—like complex task orchestration—over raw token counts. Specifically for Microsoft customers, this “Copilot Credit Era,” comes with the challenge to managing a single, tenant-wide pool of AI value that spans every department and service.
